What happened
FMCSA published a final rule on September 1, 2026, setting higher Unified Carrier Registration fees for the 2027 registration year and later. The rule becomes effective October 1, 2026. It is a final rule, not a proposal.
The agency says the approved fee schedule is about 20 percent higher than the 2025–2026 schedule and is intended to meet the UCR Plan's statutory revenue requirement.
What changes
The annual fee for carriers with zero to two commercial motor vehicles rises from $46 to $55. The other brackets rise to $167 for three to five vehicles, $333 for six to 20, $1,163 for 21 to 100, $5,548 for 101 to 1,000, and $54,165 for 1,001 or more. Brokers, freight forwarders, and leasing companies in the separate bracket will pay $55.
These are registration fees paid by covered businesses. They are not a new CDL application fee and generally are not a fee an employee driver pays personally.
What it means for commercial drivers
Owner-operators and small fleets should include the higher amount in their 2027 registration budgets and use the official UCR system or their participating state agency when registration opens. Employee drivers may see no direct bill, although their carrier remains responsible for compliance.
The final rule notes pending litigation and a requested stay involving the underlying revenue determination. The published rule does not say that a court granted a stay, so this article does not assume one. Check the official rule and UCR program information before acting.
